Mauritania launches “Ijraati” portal to centralize 800 administrative procedures

Mauritania this week launched a digital platform, “Ijraati,” consolidating more than 800 administrative procedures into a single portal as part of the government’s ongoing efforts to modernize public administration and expand digital services.

The platform aims to provide citizens, investors, and businesses with streamlined access to documents, processing times, and the responsible agencies, while offering an administrative dashboard and tracking tools to ensure procedures remain updated.

At the launch, Minister of Digital Transformation, Innovation and Modernization of Administration Ahmed Salem Ould Bede said the portal represents a key step in improving transparency, efficiency, and accessibility in government services.

“Ijraati” is structured around a three-phase roadmap: centralizing all procedures on a unified national platform, continuously updating them in coordination with relevant ministries, and fully digitizing frequently used services through the “Khdamati” platform, enabling transactions to be completed remotely with set deadlines and full transparency.

Several services have already been integrated, including student enrollment at the University of Nouakchott, investor services such as company registration and investment code approvals, vehicle registration and driving documents through the Digital Road Traffic System (SNTR), criminal record certificates, and applications for certificates of loss of official documents. Services from the Mauritanian Electricity Company (SOMELEC) are also included.

The launch follows the government’s wider digitization agenda, which includes the “Digital-Y” project initiated in January 2025 with four million euros in funding from a partnership with German development cooperation. The project seeks to embed digital tools across public administration to improve service delivery and reinforce administrative transparency.

Mauritania currently ranks 165th globally on the United Nations 2024 E-Government Development Index (EGDI), with a score of 0.3491 out of 1, below both African and global averages. The country performs lowest on online services, scoring 0.1688, highlighting the gap between policy initiatives and practical service delivery.

Cybersecurity remains a concern. The International Telecommunication Union’s 2024 Global Cybersecurity Index places Mauritania in the second-to-last tier, noting strong legislative frameworks but calling for improvement in organizational, technical, and cooperative capacities.

Despite network and cybersecurity challenges, access to digital services is expanding. In 2023, 2G coverage reached 97 percent of the population, while 3G and 4G coverage stood at 43.9 percent and 34.7 percent, respectively. Ownership of smartphones among Mauritanians aged 15 and older was 56.61 percent by the end of 2024, according to World Bank data, and about two million people, or 37.4 percent of the population, were internet users at the end of 2025, according to DataReportal.

Experts note that adoption of digital services depends not only on availability but also on affordability, digital literacy, quality of services, and public trust in government platforms. The government hopes “Ijraati” will accelerate citizen engagement and improve the efficiency of administrative processes.

Minister Bede emphasized that the platform is intended to drive socioeconomic development and to position digital technology as a central tool in modern governance. “By centralizing procedures and providing accessible, transparent services, we are taking concrete steps to modernize public administration and make government more responsive to the needs of our citizens and investors,” he said.

The launch of “Ijraati” is the latest move in Mauritania’s digital transformation journey, signaling a commitment to reducing bureaucratic hurdles and supporting the country’s long-term modernization goals.
