The Government of Rwanda has signed a three-year Memorandum of Understanding with Anthropic to integrate artificial intelligence into the country’s education, health and public sector systems, marking a significant step in Kigali’s digital transformation agenda.
The agreement formalizes and expands collaboration between the two parties and builds on the AI focused education partnership with ALX announced in November 2025. It represents the first time Anthropic has established a structured, multi-sector partnership at a national government level.
Under the memorandum, AI tools are expected to be deployed to enhance learning outcomes, support healthcare delivery and improve public service efficiency. In education, AI systems could assist with personalized learning, curriculum development and teacher support. In healthcare, potential applications include decision support tools, data analysis for disease monitoring and administrative automation to ease system bottlenecks.
Rwanda has positioned itself as a technology forward nation within Africa, investing in digital infrastructure, e governance systems and innovation hubs over the past decade. The partnership with Anthropic aligns with the country’s broader ambition to leverage advanced technologies to strengthen human capital and institutional capacity.
Anthropic, known for developing large language models and AI systems with an emphasis on safety and alignment, has been expanding its global partnerships as governments increasingly explore AI integration in public services. In the health sector, AI driven tools could support diagnostic processes, optimize patient flow management and strengthen health data analytics. In education, adaptive learning platforms may help address teacher shortages and expand access to quality instruction, particularly in underserved areas.
Public sector integration could extend to administrative automation, citizen engagement platforms and data management systems aimed at increasing efficiency and transparency. The memorandum is expected to include capacity building components, equipping local institutions with the skills needed to implement and maintain AI systems. Long term sustainability will hinge on developing domestic expertise alongside technology adoption.
