Kenya turns to Singapore to boost digital systems and policing

Kenya is seeking to deepen cooperation with Singapore as it pushes ahead with plans to modernise its digital infrastructure and public security systems.

Discussions between officials from both countries took place on the sidelines of the Global Fraud Summit held in Vienna on March 16–17, where Kenya explored ways to tap into Singapore’s experience in technology-driven governance and national security coordination.

The talks focused on Singapore’s model of integrating digital systems into public administration, particularly in areas such as policing, fraud prevention and institutional coordination. Officials said the engagement also covered knowledge sharing to support capacity building within Kenya’s public sector.

Singapore’s Minister for Justice, Edwin Tong, was among those involved in the discussions, which Kenyan authorities described as exploratory but strategically important.

Kenya’s Interior and National Administration Minister, Onesimus Kipchumba Murkomen, said the engagement comes as the government works on plans to establish a Nairobi Metropolitan Police Unit. He noted that Singapore’s approach offers useful benchmarks in areas such as command structure, the use of technology and community involvement in policing.

The initiative forms part of Kenya’s broader effort to accelerate digital transformation and improve public service delivery, while strengthening resilience against rising cybercrime and fraud risks. Authorities say building local expertise will be critical as the digital economy continues to expand.

By leveraging Singapore’s experience, Nairobi aims to develop a more efficient and integrated digital ecosystem capable of supporting innovation and enhancing security. However, officials from both sides have not yet signed any formal agreements, with discussions still at a preliminary stage.

Analysts say the move reflects a growing trend among African countries to seek global partnerships in order to fast-track digital development and modernise state institutions.
