Kenya and Morocco sign 11 agreements to deepen economic and diplomatic ties

Kenya and Morocco have signed 11 cooperation agreements covering key sectors including health, agriculture and trade, as the two countries move to strengthen bilateral ties following a recent diplomatic rapprochement.

The memorandums of understanding were concluded on April 9 on the sidelines of a joint ministerial commission, marking a significant step in expanding collaboration between Kenya and Morocco.

The agreements span a wide range of areas, including agriculture, higher education, the blue economy and wildlife management, as well as social initiatives focused on gender equality, women’s empowerment and skills development through scholarships and internships.

A central component of the new partnership is cooperation in the health sector, with both countries committing to strengthen their healthcare systems through knowledge sharing and technical collaboration.

The health agreement includes provisions for early disease detection, emergency preparedness and response, and joint efforts to combat communicable diseases such as HIV/AIDS.

It also aims to improve access to essential medicines, support local pharmaceutical production and enhance maternal and community health services, alongside medical training programmes.

“We have also agreed to accelerate collaboration in trade, investment, industrial development, and air connectivity, opening new avenues for growth and shared prosperity,” said Musalia Mudavadi.

The agreements reflect a broader effort by both governments to translate improved diplomatic relations into concrete economic outcomes.

Ties between Nairobi and Rabat have strengthened in recent years following a shift in Kenya’s foreign policy stance on the Western Sahara issue.

In 2022, Kenya adjusted its position under President William Ruto, paving the way for renewed engagement with Morocco after years of limited interaction.

The rapprochement has since opened the door for expanded cooperation across multiple sectors, including trade, tourism, agriculture, health and energy.

Despite the renewed momentum, trade between the two countries remains relatively modest.

According to data from the International Trade Centre, bilateral trade was valued at around $40.6 million in 2024, with exchanges concentrated in fertilizers, textile inputs, paper-based products and agricultural goods such as coffee and tea.

Officials say the new agreements are intended to boost these figures by creating a more structured framework for economic cooperation and investment.

Analysts note that both countries stand to benefit from closer ties, given their strategic positions in East and North Africa and their roles as regional economic hubs.

They add that strengthening partnerships across the continent could support broader goals under the African Continental Free Trade Area by enhancing intra-African trade and investment flows.

However, the success of the agreements will depend on effective implementation and the ability to convert commitments into tangible projects.

If realised, the expanded cooperation could help diversify trade, improve service delivery and deepen economic integration between the two regions.

The deals signal a shared intent by Kenya and Morocco to build a more robust and mutually beneficial partnership in the years ahead.
