Cameroon regulator reviews MTN US$300m expansion in push for better network quality

MTN Cameroon is undergoing regulatory scrutiny of its US$300 million network expansion programme as Cameroon’s telecoms watchdog steps up efforts to improve service quality and nationwide coverage.

The Telecommunications Regulatory Board (TRB), led by Director General Prof Philemon Zoo Zame, conducted field inspections at MTN Cameroon’s headquarters in Douala as part of a broader two-day review of major mobile operators.

The assessment forms part of a wider audit of investment commitments, with regulators examining whether declared capital expenditure is translating into tangible improvements in service delivery.

MTN Cameroon is executing a US$300 million investment programme covering 2025 to 2027, focused on expanding network coverage, modernising infrastructure and deploying IMS-VoLTE technology ahead of a future 5G rollout.

During the visit, the company presented its 2025 investment report and outlined priorities for 2026, including extending connectivity, strengthening network resilience, improving customer experience and developing digital services aimed at broader financial inclusion.

The regulator also held separate meetings with Orange Cameroun and infrastructure provider IHS Cameroon as part of the same review process.

Prof Zoo Zame said the inspections were intended to strengthen engagement with operators and ensure investments are aligned with consumer needs.

“This approach is designed to consolidate proximity with operators in order to better understand ground-level realities, encourage structuring investments and guarantee the quality of services offered to consumers,” he said.

MTN Cameroon chief executive Wanda Matandela said the visit provided an opportunity for open dialogue with the regulator on operational challenges and strategic priorities in a rapidly evolving sector.

He said the company remained committed to supporting Cameroon’s digital transformation and expanding access to mobile and financial services across the country.

The regulator’s presence reflects growing pressure on telecom operators in Cameroon to address persistent concerns over network quality, dropped calls and uneven coverage, particularly in rural areas.

Authorities have increasingly linked investment obligations to measurable improvements in service delivery as demand for mobile data and digital services continues to rise.

TRB said the review process is part of its mandate to ensure fair competition, consumer protection and sustainable growth in the telecommunications sector.

With MTN Cameroon now midway through its multi-year investment cycle, regulators say continued monitoring will be essential to ensure commitments are fully implemented.

The inspections are also aimed at strengthening accountability in a sector that plays a critical role in Cameroon’s digital and economic development agenda, as the country pushes to expand connectivity and prepare for next-generation mobile technologies.
