he government of Cape Verde on Tuesday launched a unified digital public services portal, GOV.CV, aimed at improving administrative efficiency, interoperability, and transparency for citizens and businesses.
The new platform consolidates multiple government systems previously operating separately, allowing users to access documents and services without visiting multiple offices. Prime Minister Ulisses Correia e Silva said the portal ensures interoperability, security, and efficiency, promising faster processing, less bureaucracy, and real-time tracking of procedures.
Authorities plan to gradually integrate all digitized public services into GOV.CV, including standardized payment systems, which are expected to reduce costs and processing times for users.
The initiative is part of Cape Verde’s broader ambition to become a “digital nation,” accelerate economic growth, and achieve high-income status within the next decade. The country currently ranks 111th out of 193 in the United Nations E-Government Development Index, scoring 0.6238 out of 1, slightly below the global average of 0.6382.
While digitalization promises efficiency gains, it also increases exposure to cyberattacks targeting government platforms, which could disrupt services or cause financial losses. The International Telecommunication Union (ITU) advises countries to strengthen cybersecurity frameworks to safely leverage digital technologies.
In its “Global Cybersecurity Index 2024,” the ITU ranked Cape Verde in the fourth tier out of five, noting that while the country has a solid regulatory framework, it still needs to improve institutional safeguards, technical protections, coordination among stakeholders, and cybersecurity skills. Cape Verde scored 51.54 out of 100 overall.
GOV.CV represents a key step in the country’s digital transformation, aiming to enhance public trust, reduce administrative bottlenecks, and lay the foundation for a modern, digitally connected government.

While the country has made progress in digitizing public services, it remains exposed to cybersecurity risks, as highlighted by the International Telecommunication Union’s (ITU) Global Cybersecurity Index 2024, which placed Cape Verde in the fourth tier out of five with a score of 51.54 out of 100.
Strengthening cybersecurity frameworks, technical safeguards, and institutional coordination is essential for the country to fully benefit from digitalization while protecting government infrastructure and citizen data.
