Côte d’Ivoire is stepping up efforts to accelerate its digital economy, focusing on infrastructure development, innovation, and international collaboration. On March 13, Djibril Ouattaraization, met with a delegation from the U.S. Embassy to discuss cooperation in connectivity, technology development, and digital transformation initiatives.
Starlink to bridge rural digital divide
A key topic was the rollout of Starlink by the Autorité de Régulation des Télécommunications de Côte d’Ivoire (ARTCI) in September 2025. Starlink is viewed as a solution to the challenges of ground-based networks, particularly in rural areas, enabling faster deployment of internet services where terrestrial infrastructure is limited.
With internet penetration at around 40.7 percent at the end of 2025, according to DataReportal, authorities see satellite technology as a practical route to narrow the digital divide and enhance connectivity across the country.
Digital City and innovation hub
The discussions also emphasized the government’s flagship Digital City initiative, which aims to establish a technology hub for startups and innovative companies. The project includes a data center to improve digital public services and strengthen Côte d’Ivoire’s broader innovation ecosystem.
Significant funding underpins these initiatives. The government plans to allocate $146.9 million to digital projects in 2026. In addition, the World Bank has approved $152 million for the first phase of the Digital Acceleration Project (PADCI), which targets improvements in connectivity, digital public services, and technology adoption.
U.S. collaboration to accelerate priorities
Closer cooperation with the United States is expected to expedite priority projects, particularly in areas such as digital infrastructure, artificial intelligence, cybersecurity, and e-government services. Officials view the partnership as a means to combine financial resources, technical expertise, and regulatory support to scale digital initiatives efficiently.
By integrating satellite technology with domestic infrastructure projects, Côte d’Ivoire aims to increase internet coverage, strengthen digital services, and create a more robust ecosystem for innovation and entrepreneurship.

Authorities emphasize that expanding access to reliable internet and developing the digital economy are essential to driving inclusive growth and positioning Côte d’Ivoire as a regional leader in technology. By leveraging international partnerships, satellite connectivity, and targeted funding, the country seeks to overcome infrastructure gaps and foster a thriving innovation ecosystem.
The government’s strategy reflects a recognition that bridging the digital divide requires a combination of technology deployment, capacity building, and strategic international cooperation.
