Guinea appoints Mourana Soumah to lead digital economy and innovation Ministry

Guinea has appointed Mourana Soumah as the new Minister of Communication, Digital Economy, and Innovation, a position that merges the nation’s information, telecommunications, and digital portfolios, the office of President Mamadi Doumbouya announced on February 2, 2026.

Soumah, an experienced economist and finance professional, brings a strong background in public financial management and international representation. He previously served as Guinea’s Minister of Economy and Finance from March 2024, overseeing significant reforms to modernize state financial operations, strengthen the treasury, and enhance budget credibility. During his tenure, he represented Guinea at major international institutions, including the International Monetary Fund, the World Bank, and the African Development Bank. Soumah also chaired key strategic committees such as the Simandou Strategic Committee and the C2D Steering Committee.

Before his ministerial roles, Soumah led the General Directorate of the Treasury and Public Accounting from 2021 to 2024 and managed the Central Accounting Agency of Treasury Deposits. He played a central role in introducing modern fiscal tools, including the Single Treasury Account (CUT), the Integrated State Accounting System (SCIE), and reforms to the national payments system, which have improved transparency and efficiency in public finance.

Soumah holds a degree in economics from Université Gamal Abdel Nasser de Conakry, a master’s degree in economic policy management from CERDI-Université d’Auvergne in France, and a diploma from ENA Paris-Strasbourg in public finance. He has also completed advanced professional training at the IMF, the French Ministry of Finance (Bercy), the BCEAO, as well as institutions in Canada and Morocco.

In his new role, Soumah is tasked with driving Guinea’s digital transformation agenda. Key priorities include modernizing public communication systems, accelerating the adoption of digital technologies across government, and fostering innovation as a driver of economic growth, transparency, and inclusion. Officials have outlined plans to expand connectivity to more than 600 currently underserved areas, develop digital services in public administration and education, and strengthen cybersecurity measures while promoting local data hosting.

Guinea has seen significant growth in its digital sector in recent years. As of 2025, the country had 14.2 million mobile connections, covering roughly 95% of the population, according to DataReportal. Internet penetration reached 26.5%, or approximately four million users. Mobile internet subscriptions have surged nearly 97.4% in recent years, reflecting rapid adoption of online services and emphasizing the urgency of expanding digital infrastructure and services nationwide.

The creation of the Ministry of Communication, Digital Economy, and Innovation represents a strategic move to unify Guinea’s efforts in digital governance and innovation. The new ministry combines the former Ministry of Information and Communication, previously led by Fana Soumah, with the Ministry of Posts, Telecommunications, and Digital Economy, formerly overseen by Rose Pola Pricemou. This consolidation is expected to enhance coordination across sectors and streamline the implementation of Guinea’s digital policies.

Experts say that Soumah’s appointment underscores the government’s commitment to digital transformation as a central pillar of economic development. By integrating communication, technology, and innovation under one ministry, Guinea aims to leverage its growing digital adoption to improve public service delivery, expand educational opportunities, and enhance private sector competitiveness.
