Mauritania launches public portal to boost digital sector transparency

Mauritania has unveiled a new online platform that publicly discloses procurement and spending data from its digital ministry, marking a significant step in the government’s push for budget transparency and modernization.

The Ministry of Digital Transformation officially launched the portal, in the capital, Nouakchott. Accessible at transparence.mtnima.gov.mr, the platform allows citizens, media, and civil society to monitor all expenditures committed by the ministry since the current government took office on August 7, 2024.

The initiative covers contracts awarded by the Public Procurement Commission, as well as internal purchases managed by the ministry’s committees. Users can access detailed information on both signed and ongoing contracts, including contract values, suppliers selected, the number of bids received, and the procurement methods employed.

“The platform demonstrates our commitment to open governance and provides real-time insight into public spending,” a ministry spokesperson said. “It is designed to promote fairness, transparency, and accountability across all projects under our supervision.”

Advanced features for monitoring and analysis

The portal features a search engine that allows users to filter data by contracting authority, contract type, procurement stage, and funding source. A statistical section provides interactive tables and charts that highlight spending structures and distribution by category or supplier. The data are continuously updated, enabling stakeholders to track budget execution in near real-time.

Officials emphasized that the platform is freely accessible, available in both Arabic and French, and requires no registration. The tool is expected to assist journalists, researchers, and civil society groups in assessing public policies, monitoring state financial management, and identifying opportunities for fairer competition among economic operators.

Budget growth underscores sector importance

The launch comes as the ministry manages significantly expanded financial resources. For fiscal year 2026, the government allocated 959.6 million ouguiyas (approximately $24.2 million) to the digital sector, more than double the 468.97 million ouguiyas budgeted in 2025 and up from 550.68 million ouguiyas in 2024.

Authorities said the increased funding reflects the government’s strategic priorities, including modernizing public administration, supporting digital infrastructure development, and strengthening oversight of public resources. By pairing a larger budget with enhanced transparency, the ministry hopes to improve efficiency and accountability in project execution.

Promoting transparency and competition

The portal is part of a broader push by Mauritania to enhance public sector transparency. By publishing procurement data, the government aims to level the playing field for businesses seeking to participate in public tenders, ensuring that contracts are awarded fairly and openly.

Experts said the initiative could also improve trust between citizens and the state, while providing valuable insights into the management of public funds. “Open access to procurement data allows stakeholders to verify that resources are used efficiently and to hold decision-makers accountable,” said a local governance analyst.

The digital ministry’s transparency portal aligns with global trends toward open government and digital monitoring of public finances, particularly in emerging economies. By integrating data visualization tools and user-friendly search functions, the initiative goes beyond simple disclosure to offer actionable insights for oversight, research, and policy evaluation.

As Mauritania expands its digital infrastructure and strengthens governance, the new platform is expected to serve as a model for other ministries, demonstrating how technology can enhance public accountability while supporting economic development and innovation in the digital sector.
