Morocco and Senegal sign 17 major agreements at 15th High Joint Commission in Rabat

Morocco and Senegal have signed 17 cooperation agreements and memorandums across a broad range of strategic sectors during the 15th session of the High Joint Commission held in Rabat on January 26–27, 2026, underscoring a deepening bilateral partnership and shared commitment to economic and social integration.

The legal instruments were signed under the co-chairmanship of Morocco’s Prime Minister Aziz Akhannouch and Senegal’s Prime Minister Ousmane Sonko, reflecting the strength of relations between the two countries, which are rooted in historical ties, political consultative mechanisms and expanding economic exchange.

The agreements span several priority sectors, including cooperation on ports and maritime infrastructure, with a partnership between Morocco’s National Ports Agency and the Port of Dakar, as well as higher education, scientific research and innovation through an executive programme for the 2026–2028 period. Frameworks were also signed for the development of small and medium-sized enterprises (SMEs), industrial infrastructure, and standardisation protocols meant to boost trade and industrial competitiveness.

In the agricultural sector, cooperative agreements were concluded on general agricultural development, animal production chains, animal health and food safety, and sanitary control of fisheries and aquaculture products, strengthening bilateral collaboration in food systems and export quality assurance.

Foreign affairs ministries from both countries also signed memorandums of understanding covering consular cooperation mechanisms, international road transport of passengers and goods, road safety frameworks, infrastructure and digital economy cooperation. Additional instruments addressed vocational training, scholarships, internships and the exchange of expertise between educational and institutional partners.

The session concluded with the adoption of a joint communiqué and official minutes, formalising the commitments made and establishing follow-up mechanisms to monitor implementation of the agreements going forward. Officials have described the outcome as a significant step toward consolidating a balanced, forward-looking South–South partnership that will benefit economic actors and citizens of both nations.
