Togo launches tender to restructure state-owned power utility

Togo has launched a tender seeking consultants to support the organisational overhaul of its state-owned electricity provider, Compagnie Énergie Électrique du Togo (CEET), as part of broader reforms in the sector, the government announced in January 2026.

The initiative is linked to the World Bank-funded Inclusive Development through Electricity Access (IDEA) Project, financed through a credit from the International Development Association (IDA). Authorities said the project aims to modernise CEET’s operations, strengthen governance, and improve its institutional, technical, and managerial capacities.

According to the government’s call for expressions of interest, the consulting assignment will build on a recent organisational diagnostic, which included an analysis of governance and operational processes, a financial and budgetary audit, and a review of CEET’s information systems covering billing, commercial management, and human resources.

The consultant is expected to propose medium-term reorganisation options, including the possible creation of subsidiaries to handle specific activities. The broader goal is to create a more agile, transparent, and financially sustainable electricity utility capable of delivering reliable service to the population.

The tender follows reforms initiated last year in response to CEET’s deteriorating financial and operational performance. Government estimates indicate that technical and commercial losses at the utility total around 16% annually, equivalent to roughly 30 billion CFA francs in lost revenue. These losses are attributed to distribution inefficiencies, billing weaknesses, and recurring fraud, including illegal connections and meter tampering.

Firms interested in the consultancy have until February 15, 2026, to submit expressions of interest. The government has said the selected consultant will play a key role in strengthening CEET ahead of further sector reforms aimed at improving electricity access and financial stability.
