Uganda moves toward gradual visa-free entry for Russian tourists

Uganda has announced plans to consider the gradual abolition of visa requirements for Russian citizens, a move aimed at strengthening diplomatic ties and boosting tourism and economic cooperation between the two countries.

Speaking to Russia’s TASS news agency, John Leonard Mugerwa, head of the International Legal and Social Affairs Department at Uganda’s Ministry of Foreign Affairs, said Kampala is exploring the possibility of easing travel restrictions for Russian tourists in the future. While no specific timeline has been announced, the proposal signals a clear policy direction toward deeper engagement with Moscow.

Uganda’s interest in visa liberalisation comes as African countries increasingly look to diversify their international partnerships and attract visitors from non-traditional markets. Russia has emerged as a growing source of outbound tourists, particularly to destinations offering simplified entry processes and cultural or nature-based attractions.

Tourism officials in Uganda have long highlighted the country’s potential appeal to Russian travelers, citing its wildlife reserves, national parks, and relatively stable political environment. A visa-free regime could make Uganda more competitive compared to other destinations that still require lengthy or costly visa procedures.

Beyond tourism, the move also reflects broader diplomatic and economic considerations. Uganda and Russia maintain cordial relations, with cooperation spanning education, defense, and energy. Easing travel requirements could facilitate business exchanges, official visits, and people-to-people contacts.

Mugerwa emphasized that any decision would follow internal consultations and align with Uganda’s immigration and security policies. For now, Russian citizens are still required to obtain visas to enter Uganda, but the government’s statement marks the strongest indication yet that change is being actively considered.
