Xi Jinping calls for cooperation with Uruguay

Chinese President Xi Jinping has called for deeper cooperation between China and Uruguay across multiple sectors, including economy and trade, finance, agriculture, infrastructure and information and communications technology, as the two countries seek to strengthen their comprehensive strategic partnership.

Xi made the remarks on Tuesday in Beijing during talks with President of the Oriental Republic of Uruguay, Yamandú Orsi, who is on a week-long state visit to China. The meeting took place at the Great Hall of the People, where Xi also hosted a welcome ceremony and banquet in Orsi’s honour.

During the talks, Xi urged both countries to better align their development strategies and expand collaboration into emerging areas such as green development, the digital economy, artificial intelligence and clean energy. He said these sectors could serve as new drivers of economic growth and structural transformation for both nations.

Xi noted that China and Uruguay established diplomatic relations 38 years ago and have since maintained stable and mutually beneficial ties regardless of shifts in the global landscape. He called on both sides to carry forward their tradition of mutual respect and deepen cooperation under new global conditions to ensure the partnership remains strong and dynamic.

The Chinese leader emphasized the importance of continued support for each other’s core interests and major concerns, alongside stronger exchanges at all levels of government. He also highlighted the value of sharing governance experience and building strategic trust.

Xi said China’s newly outlined 15th Five-Year Plan, adopted by the Communist Party of China, would create broad development opportunities for global partners, including Uruguay. He added that people-to-people exchanges in culture, education, sports, media and subnational cooperation should be expanded to further strengthen bilateral ties.

Addressing global issues, Xi said the world is undergoing profound changes marked by turbulence and transformation, with unilateralism and protectionism on the rise. He reaffirmed China’s support for Uruguay as it prepares to assume the chairmanship of the Group of 77 and China in 2026, and expressed willingness to work together to strengthen solidarity among Global South countries.

Xi also reiterated China’s commitment to deeper engagement with Latin America and the Caribbean, supporting regional sovereignty, security and development. He said China stands ready to cooperate with Uruguay during its rotating presidencies of the Community of Latin American and Caribbean States (CELAC) and the Southern Common Market (Mercosur), with the aim of advancing a China–LAC community with a shared future.

For his part, Orsi described China as a key partner for Uruguay and said bilateral relations were at their strongest level in history. He reaffirmed Uruguay’s support for the one-China principle and the “one country, two systems” policy, and expressed readiness to deepen cooperation across a wide range of sectors.

Orsi said Uruguay is committed to multilateralism, the principles of the United Nations Charter and the defense of the international trading system. He added that closer cooperation with China would help strengthen ties between Latin America and China and advance the shared interests of developing countries.

Following the talks, the two leaders witnessed the signing of more than 10 cooperation agreements covering areas such as investment and trade. The visit also concluded with the release of a joint statement on deepening the comprehensive strategic partnership between China and Uruguay.
