Meta rolls out stricter teen safeguards across Europe as regulatory pressure intensifies

Meta Platforms is significantly expanding its teen safety measures across Europe in a decisive move that reflects mounting regulatory scrutiny and growing global concern over the impact of social media on young users.

The company confirmed that enhanced protections for teenage users will be rolled out across all 27 European Union countries in June 2026, alongside broader safeguards on Facebook in key markets. The expansion builds on systems already introduced on Instagram and marks one of the most comprehensive efforts yet by a major tech platform to address online risks facing minors.

At the core of the update is Meta’s use of artificial intelligence to proactively identify teenage users, even in cases where individuals may have misrepresented their age during registration. Instead of relying solely on self reported data, the company’s technology analyses behavioural patterns and contextual signals to determine whether an account likely belongs to a minor. Once identified, these accounts are automatically placed under stricter safety settings designed to limit exposure to harmful content and unwanted interactions.

These “teen account” protections include tighter controls on messaging, restrictions on who can contact young users, and safeguards around sensitive content. Certain features such as live streaming are also limited for younger users, particularly those under 16, unless additional parental oversight is in place. The aim is to create a more controlled digital environment that mirrors growing expectations from regulators, parents, and advocacy groups.

The timing of the rollout is far from coincidental. Meta is currently under intense scrutiny in Europe following preliminary findings that it may have breached the European Union’s Digital Services Act, a landmark regulation designed to hold large online platforms accountable for user safety. Regulators have raised concerns that the company has not done enough to prevent children under the age of 13 from accessing its platforms, with estimates suggesting that up to 10 to 12 percent of underage users in Europe may still be active on Facebook and Instagram.

Failure to comply could result in fines of up to 6 percent of global annual revenue, a penalty that underscores the high stakes involved.

Meta’s latest safety push appears to be a direct response to these regulatory challenges. By strengthening its detection systems and expanding safeguards, the company is attempting to demonstrate compliance while rebuilding trust with policymakers and the public. The introduction of AI driven age verification tools also signals a broader shift within the industry, where technology is increasingly being used to address long standing gaps in user protection.

Beyond Europe, Meta is also extending similar measures to Facebook in the United States, marking the first time these protections will be integrated across both of its flagship platforms at scale. Plans are already in place to expand the same framework to the United Kingdom and additional regions, indicating that the company sees teen safety as a global priority rather than a region specific adjustment.

The European Commission, for instance, is working on a unified age verification system that could be adopted across member states, aiming to create a more consistent approach to protecting minors online. This suggests that responsibility for child safety will increasingly be shared between platforms and regulators, rather than resting solely with private companies.

For Meta, the broader challenge lies in balancing safety with user growth and engagement. Stricter controls could potentially limit certain features and reduce activity among younger audiences, a dynamic that has affected other platforms in the past. However, analysts suggest that Meta’s advertising driven business model may be less vulnerable to these impacts compared to companies that rely heavily on user spending.

The expansion of teen safeguards also reflects a shift in public expectations.
