Morocco and Orange Maroc sign AI deal to accelerate digital transformation

Morocco has signed a partnership agreement with telecom operator Orange Maroc to accelerate the development and deployment of artificial intelligence solutions across key public service sectors, as the country pushes forward with its national digital transformation agenda.

The memorandum of understanding was signed on Thursday, June 4, in Casablanca between Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni and Orange Maroc Chief Executive Officer Hendrik Kasteel.

The agreement aims to strengthen cooperation in testing and deploying AI applications in areas including e-government, e-health, e-education and e-agriculture, with the goal of improving the efficiency and quality of public services.

Under the partnership, both sides will develop pilot projects over the coming months to demonstrate practical AI use cases aligned with Morocco’s broader digital strategy.

Orange Maroc will provide infrastructure and technical expertise to support experimentation and scaling of AI-driven services across selected sectors.

Focus on public services and productivity

Authorities say the initiative is designed to accelerate the integration of artificial intelligence into public administration and service delivery, helping to streamline government operations and improve access to services for citizens.

The partnership reflects Morocco’s wider ambition to position AI as a central pillar of its digital transformation strategy, including the “Morocco Digital 2030” programme and the national “AI Made in Morocco” roadmap.

These frameworks aim to modernise public institutions, enhance private sector competitiveness and promote innovation across the economy.

Economic ambitions tied to AI growth

The Moroccan government estimates that artificial intelligence could contribute around 100 billion dirhams (approximately US$11 billion) to gross domestic product by 2030.

Officials also project that the sector could generate 50,000 specialised jobs and support the training of 200,000 graduates in AI-related and digital skills over the same period.

The new partnership is intended to help move these goals from policy planning into practical implementation by leveraging private sector capacity and technological expertise.

Sectoral deployment strategy

Priority sectors identified for early AI deployment include digital public administration, healthcare systems, education platforms and agricultural productivity tools.

In healthcare, AI applications are expected to support diagnostics, patient management and system efficiency. In education, digital tools could expand access to learning resources and improve administrative coordination.

In agriculture, authorities hope AI solutions will help optimise production, improve resource use and support climate adaptation strategies in rural areas.

Public-private collaboration model

Officials say collaboration with private telecom infrastructure providers is essential to scaling AI adoption quickly and effectively.

Orange Maroc’s role will include testing, infrastructure support and co-development of applications that can be integrated into government systems and national digital platforms.

The initiative also highlights Morocco’s broader approach of combining state-led strategy with private sector innovation to accelerate technological adoption.

As Morocco intensifies investment in digital infrastructure, authorities say artificial intelligence will play a central role in boosting productivity, improving public services and strengthening the country’s long-term economic competitiveness.
