Togo and Turkey have signed a framework agreement aimed at strengthening cooperation in education, with a focus on training, academic exchange, and mobility between the two countries.
The accord was signed on Tuesday in Lomé by Togolese Education Minister Mama Omorou and Turkey’s ambassador to Togo Muteber Kılıç. Officials said the agreement is designed to deepen bilateral ties through educational collaboration based on principles of equality and reciprocity.
The partnership outlines a wide range of initiatives, including the exchange of teachers, students, and technical expertise. It also promotes joint research on curricula, teaching materials, and educational technologies, with a particular emphasis on technical and vocational education, as well as special education programmes.
Authorities from both countries say the agreement aims to modernise education systems while equipping students with skills relevant to evolving labour markets. The inclusion of vocational training reflects a shared priority to address youth unemployment and improve workforce readiness.
Cultural cooperation also forms a key component of the deal. Both nations have committed to promoting each other’s cultural heritage through education, including integrating content on history, geography, and culture into school curricula. The agreement further encourages the learning of each country’s official language, a move expected to strengthen people-to-people ties and mutual understanding.
In addition, the framework establishes a mechanism for information sharing to support the recognition of primary and secondary school diplomas between the two countries. This provision is expected to ease academic transitions for students pursuing studies abroad and facilitate cross-border education pathways.
As part of the partnership, Turkey will offer scholarships to Togolese students across undergraduate, master’s, and doctoral levels. The scholarship programme also includes access to specialised institutions such as Anadolu Imam-Hatip international high schools, broadening opportunities for Togolese students to pursue diverse academic tracks.
The agreement further allows for the establishment of educational institutions in both countries. It includes support for the activities of the Maarif Foundation in Togo, with Togolese authorities pledging to streamline administrative procedures to facilitate its operations.
Officials say the initiative is part of a broader effort to build long-term capacity in both education systems while enhancing academic mobility. By fostering institutional partnerships and expanding access to international education, the two countries aim to strengthen human capital development.
The accord builds on earlier commitments made during the October 2021 visit of Turkish President Recep Tayyip Erdoğan to Lomé, which marked a significant step in deepening diplomatic and economic relations between the two nations.
Analysts say the agreement reflects a growing trend of educational diplomacy, where countries use academic collaboration to reinforce bilateral ties and expand their global influence. For Togo, the partnership offers access to new resources and expertise, while Turkey continues to extend its educational footprint across Africa.
